Speaking at an American Banker event on October 22, Nasdaq Chair and CEO Adena Friedman called for a National Fraud Strategy, pointing to global fraud losses that reached $579.4 billion in 2025, including $62 billion tied specifically to scams. "This challenge is simply too large and evolving too quickly for any single institution to solve alone," she said.

Friedman's proposal centers on closer information sharing between banks, technology companies, telecommunications providers, and law enforcement, along with common best practices and legal safe harbors that would let institutions share fraud data without taking on added liability.

The push comes as Nasdaq's own fraud detection unit, Nasdaq Verafin, works with roughly 2,800 financial institutions across North America. Greg Williamson, who leads fraud commercialization strategy at Verafin, has pointed to artificial intelligence as a major driver of the problem, letting criminals scale and personalize attacks, including romance scams, investment schemes, and impersonation fraud, through what's increasingly described as fraud as a service tools that lower the barrier to entry for less sophisticated criminals.

The concern lines up with broader workforce findings. Korn Ferry's 2027 Talent Trends Report found that 77% of leaders believe capability gaps, including the skills needed to keep pace with fast moving fraud tactics, will pose a bigger challenge than talent shortages in the years ahead.
