Separately, forecasters have put the odds of promised tariff rebates materializing by November at just 1% to 2%, while estimates of the administration's broader tax package suggest it could add between $3.6 trillion and $6.6 trillion to the deficit over the next decade.

The proposal marks a shift from Trump's first term stimulus pledges, which were tied to responding to the pandemic, toward a payment tied instead to the outcome of this year's midterm elections.
